Job Description: PURPOSE: Provide overall leadership, management and supervision to Civil and Structural Design team. As the single point of contact for technical and design knowledge, this position is responsible for assisting or resolving highly complex, challenging and controversial issues related to the design, permitting, construction, rehabilitation and asset management of Port infrastructure and facilities.

Essential Functions: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following: Responsible for team’s work load, resource planning and management. Provide overall mentorship, coaching and training to staff at all levels. Supervise up to (18) direct reports including Senior Engineers, Design Engineers, Senior Design Technicians, Design Technicians and interns. Perform quality assurance/quality control (QA/QC) review and staff performance reviews. Responsible for establishing and managing Civil and Structural Design team and all in-house project/program design budgets. Lead appropriate risk analysis and develop contingency plans for unexpected problems that can have a large effect on projects. Knowledge, Skills, & Abilities: In-depth technical knowledge of engineering design and architectural principles as related to aviation and maritime industries. In-depth knowledge and expertise of local, state, and federal laws and regulations, contract laws, environmental regulations, construction methods, local and national building codes, permits and permitting processes, local and national design standards, material standards, and construction management requirements. Knowledge of available Port contract procurement processes, including small works and major construction. Advanced skills to develop new and/or improved design techniques, system, processes, materials, products, standards, and guidelines for the organization. Ability to build, coach, mentor, maintain and motivate a highly effective team of engineers and designers and conduct annual performance reviews. Ability to lead, manage and direct the Civil/Structural Design team to deliver design programs to accomplish the objectives of the Port.
